Looking through the files installed I don’t see the runtime (arx?) and wonder if it’s not being installed.

What version of AutoCAD do you have installed & what language is it?
The ARX’s should be in “C:\Program Files\Common Files\OpenDCL”
There was a small issue found related to other language versions on vertical products.

I have same problem, but found out that because I have 2 Autocad versions (2007 & 2009). Some how it install on 2007 AutoCad. At first, I thought it was an error because I can run it on Autocad 2009 (got same error message as yours), then I try Autocad 2007. It works fine!!! Now I can get it works on both by manually load it into 2009. I think you may have 2 Autocad versions as well. Good luck.
If you’re still having problems, please post in the forums so others can help & to make sure we don’t have a bug. If you installed Acad2009 after installing OpenDCL Studio, it wont know Acad2009 was installed, so that maybe why you have to load it manually.
