Did you move the arx from it's original location? i.e. a network drive?  You need to include the language folder (ENU) and the Runtime.Res.dll at the new location.

that is what is was.  I had the arx on a network location.  i took that path out of my support paths and now it works.  THANKS!

That little tidbit of information needs to be somewhere in the help docs . . ..

No kidding.:o)

Specifically requires the *.dll to be in the ENU subdirectory.
Fails if dll is copied to same directory as arx.:(
