I thought the the Picture ID always begins with 100. Now I have a dialogue (maybe created many years ago) which has an image with ID 0, and many other picture IDs from 100, 101, ....

Bug or feature?
What should be displayed?

If memory serves, starting at 100 was an arbitrary design decision from the original ObjectDCL codebase. Non standard IDs are likely the result of bugs in early versions, but they should work just fine.
