Title: Two tab strips on one form?

Tab Strip tool button is grayed out after the first Tab Strip is placed on a form.
Are two Tab Strips possible on one form?

Unfortunately not. This is due to a flaw in the architecture that cannot be easily corrected without losing backward compatibility.

Unfortunate indeed! OK, so to achieve the same result (almost), I split the control bar into two docked forms.
When loaded, they appear docked side by side, full height. I must then drag them to the left margin to enable them to assume and over under arrangement.
Now they look real nice! 

How would one cause the two forms to appear docked this way without user involvement?

I'm not sure about AutoCAD 2004, but in recent versions, I think you just have to save your workspace.
