My Op System is WIN7 32bit, I try to stop WINDOWS INSTALL service, and then restart it, but the question still remains, could you please tell me how to solve, thank you.

I have not received any other reports of this problem, so I'm not sure why you're experiencing it. Is there anything unusual about your system? I would not expect language to be an issue, but it's possible. Do you have another system that you can run it on to see if the problem is reproducible?
