my question is in the title of this posting:
To install Runtime on Win 7 - are Admin rights necessary?

Yes, admin rights are required. The installer needs to create and copy files into "%Common Files%\OpenDCL Runtime" and create the OpenDCL demand-load registry keys in the HKLM registry hive.
