Print Page - How make a Start Page?

I want to make a Startup page for my tools,but I don't how to do it. The startup Page is that can viewed while CAD start up and can stand several seconds.I don't know if it is clear about my said.I'm so sorry that my English is so poor.But is there anyone can tell me how to do that?

Do you mean a splash screen that will stay up for a few seconds then go away, or a form that the user has to click before it will go away?
