bad behavior when form is stretched in editor

Again, this may be known, but I am seeing controls go whacko when a form is stretched.
I started a fresh project, added a form, a frame, and a button in the frame.
Set the frame to be aligned to right side of form for both left and right sides.
When you resize the form, the frame moves and the button looks like its moving, but reverts back to original spot when you stop the resize.  Like the position props are not being updated after the form is resized.
You actually end up seeing two buttons, the orig, and the moved location.  You can only select the orig one.
Then, next time you stretch the form, the button does not move at all, as if not in frameThis is 6.0....23 build.
