Moving ControlBar

Control Bar was created with the width same to 26 when this anchored the left or the right. 
He is moved for the center of the window of AutoCad. 
When he is dragged again to anchor the width it is modified for 30. 
Should this happen or is a bug? 
I posted a video to show this.

This is a bug, unfortunately I haven't figured out yet how to fix it. I will contiue to work on it.
