Nope, returning 3 in the treelistDragOver still shows only the Move cursor.
If I tap the Ctrl key, like even rat-a-tat-tat it, you can see the Ctrl cursor.
But holding down Ctrl it does not stick.
Again though, the drag began from a Listbox on the same dialog, in case that is why.
