OpenDcl 5.0.0.25 CHS 新翻译文件(New translation)

看了原翻译，觉得有许多方面不妥，最主要是：
1.部分机器会有乱码问题。
2.主界面大部分没有翻译，但属性、方法等标题部分不应该翻译却翻译了。

但许多版本过去了，还是没有做改善。所以自己做了部分的翻译，主要是界面部分做了大部分的翻译，目前只剩下部分的提示内容没有翻译。
希望这个翻译版本可以在以后的新版中使用。我也会再做完善。

Read the original translation, that there have some inappropriate:
1. Some computer display the chinese as unreadable code.
2. Most of the main interface has not translated, but the title of propertys and methods have translated, and it is not need to translate.

However, many versions have passed, it do not improve. So I do some of the translation, the interface have translated, it remain some of the tips were not translated.

I hope the translated version in the future to use in the new version. I would do to improve.

Thanks, we need someone to step up and complete the Chinese translation. Instead of providing a .dll file, please follow the instructions at http://www.opendcl.com/localization and email updated localizable files to me for inclusion in the project source code.  Note that the Beta 1 release will be ready soon, and it will include a few minor changes in the localizable files.
